Piplup can’t be due to being released recently in Legends Arceus. Also the Starters of this region should be a hard no at the bottom as we saw starters of their region get released in legends

Emboar seems more likely thanks to a direct connection with French culture; the Asterix and Obelix comics, where the two main characters are Roman era Gauls who hunt wild boar. I can absolutely see Emboar being reimaged with something of a Gaulish theme. A boar-barian as it were.

Leaks claim were getting Zygarde and Zeraora Megas (Tera Leaks) Another leak claims we’re getting 8 megas in total and 12 new forms So 3 megas for starters, 2 for zygarde and zeraora and I’m guessing xerneas and yvatal will get new forms most likely primal reversions Also the leaks claim the game is setting place a few years after X and Y
