Regarding pay stability, not sure about the guard or reserves, just speaking from active duty, there is always the possibility that a government shutdown can cause pause of payments to troops until congress can figure out how to do there job, of course you get reimbursed later. although unlikely it happens, but it can happen i think it happened like 10 years ago.
