It was the War chapters, and Hawkeye admitting she had no right to view killing as a burden anymore, that won me over to the series as a whole. As you said, she could shift the blame, state she was under orders to kill the enemy, but in the end it was her choice. If anything, the war flashbacks are a great reminder of why Good Soldiers shouldn't follow Bad Orders, but she, Hughes, Mustang, and others didn't have the courage then to disobey. As a result, they participated in a genocide. Innocent blood is forever on their hands. As for her and Mustang, their relationship is the definition of True Love. As the old song says, Love Hurts, and we see how their devotion to each other has caused them pain again and again, yet these two can't/won't live w/o the other. It's more overt on her side, given she loses the will to live twice, but Mustang is just as bad, given that he only stood down against Envy when Riza threatened to take her own life, and he would have performed Human Transmutation had Hawkeye died or lost consciousness after she was attacked. If one of them dies the other is toast one way or another. There's also the issue of Power. While Roy is lauded the strongest combat Alchemist (rightfully so) she is the one who gave him that power. She empowered him, and because of their deep emotional bond she has immense of power over him as well. She puts her life in his hands, begs him to stand down, and he does. She stops him from performing Human Transmutation with a look. She literally becomes his eyes for a time and tells him where to fire. She's the strongest woman in the Amestris military despite being "merely" an admin asst and bodyguard because the walking talking Fire Man is under her complete control. Behind every Great Man is a Great Woman indeed.
