F-4C is kinda a mixed bag at 10.0. On one hand, the weapons and performance are great for 10.0. On the other hand, you're an F-4 without any flares. Give it its countermeasure dispensers and put it to 10.3. You could also give it the standard Aim-7E and put it to 10.7
