From compressed air escaping when you step off the accelerator which opens the turbo and allows air to escape, The more air and the bigger turbo, the louder the "Flutter" typically is. BOV's mainly minimise surge, its a secondary component of the "Flutter" noise you hear. I had a BOV on my Evo Fq 330, but it was vent to atmosphere for the "Psshh" noise and everyone said it sounded like my car had the sneezes 😂
