I think they know very well what they are doing :). They know the horses, they know what they are like and whether the horses are used to being with dogs or not. Whether they wear a helmet or not is also ultimately their business. No one is forcing anyone to ride without a helmet. Again, It's everyone's business.

First video, horse is very skinny and in improper tack. Shouldn’t be ridden anyways due to how skinny it is
