Marlin a Singing and talking are two very different things. Jungkook in general has really good pronunciation but lacks in grammar and vocabulary. You can't do much without grammar and vocabulary. If he lives in an English speaking country for like 6 months and does that whole "memorising 100 English words a day" method then he will quickly improve. I always say pronunciation is half the battle and the other half is grammar and vocabulary when it comes to language study.

Suga is the one who understands but doesn't really speak lol. Possibly he's too shy, or (more probably) he is a perfectionist and doesn't want people to hear his mistakes and accent, so he'll start speaking when he feels he's good enough. There are however multiple clips of him interrupting the translation in their American interviews, already answering the question (including the now infamous "You know BTS?" line).

Korean words have syllables. Sometimes consonant can't be added to a syllable, so it becomes its own syllable. So, like when they said "speak-eu time," it makes sense to them. If they wanted to write "speak" in Hangul, it would be 스피크, or seu-pi-keu. Like if RM was still Rap Monster, the Monster part is 몬스터. SP and ST don't go together, and a consonant doesn't go by itself.

Personally, I think V's English has really improved. Jungkook's isn't bad, but sometimes he speaks too fast so it's hard to understand him. Jin is getting better as well. JHope when I saw them perform in Chicago was insane. Hearing him come out with "What's poppin'?" just blew me away. The best with their attempts at English is Jimin's 'scuse me and Jimin and V going back and for the with beach, bitch. Cracks me up every time. I don't expect any of the members to be fluent in English, but I truly appreciate the fact that they try to communicate with their English speaking fans.

Personally, I think V's English has really improved. Jungkook's isn't bad, but sometimes he speaks too fast so it's hard to understand him. Jin is getting better as well. JHope when I saw them perform in Chicago was insane. Hearing him come out with "What's poppin'?" just blew me away. The best with their attempts at English is Jimin's 'scuse me and Jimin and V going back and for the with beach, bitch. Cracks me up every time. I don't expect any of the members to be fluent in English, but I truly appreciate the fact that they try to communicate with their English speaking fans.

Suga knows the language very well. He can understand it 90% without a translator. But still he's not that open to replying back.
JK's English has so much improved from this. His pronunciation is always perfect in covers. He also is like Suga now.. able to understand it half way.. but lacking confident to reply back. Cuz he don't want to spoil the language. He wants to do things perfectly without making mistakes.
Both of them are like 'Speak correctly. Or else don't speak at all'
And Jhope and Jin has their own style always..
