Have you tried treating bba with hydroden peroxide with 3%solution? Use a long syringe and spot treat the algae on the rocks. After 24 hrs the algae turns purple and dissolves over the week. Turn your filter and any wave makers off during dosing to allow solution to work. I feel all that scrubing is just scattering the spores around the aquarium to take hold elsewhere.
