They didn't remove it, just changed it a little bit and renamed it to the "XM177 Assault Carbine". Why? Because they wanted it to be time period accurate (Game takes place in the Cold War / 80s-90s, as long as you ignore the Attachments.) Though if you want the M4A1 back, the "Operator" XM177 is basically that just with a different name.
When you mentioned you should only have three foods and waters on you, that reminded me of the time I have an entire 56 backpack filled up with food (Military food) and water, the Fourth goes of storage was for food and the other four was for water, so maybe a little over kill
Pro Tips *If you want to Loot Quickly Go to Busy Areas Like University, Santa, Ashland It Helps You Be Better In PVP And You Can Get Good Loot In It, Don't Be Afraid To Die and Lose Your Stuff Because Its Part of The Game.

I disagree with the small medkit thing, the large and military ones heal faster and heal you more, have 2 or 1 small medkit and the rest either military or large
