idk if you figured it out by now but i think it might unlock by the second playthrough? as far as i know you can't get the option on your first playthrough at least

You can only use Cupid’s Bow after you’ve finished either Raul or Allan’s route. Although I’m sure that you’ve probably figured it out by now.
