What moveset did you use for cloud?
Project equinox punisher mod link in description. The mod is not meant to be used like that, it's for riku with the main project equinox file cause without it as you saw for ground combos he does the ff7 animations but on air it's missing, just used that because with the main file riku wouldn't get replaced with cloud and it was the only one i knew that had an accurate moveset to ff7

When is the mod to play as sephiroth coming out? I can't find it on nexus.
It isn't on Nexus, it's part of the "Another Road" Young Xehanort mod which is only available on the developers discord.
It's available currently only through recusant's server

I guess it’s natural for him to show up in a game with other Final Fantasy characters, but Sephiroth still felt out of place in Kingdom Hearts. Seeing him un-nerfed with this only confirms that feeling. Just on a complete different level than everybody or everything else in that universe
