Her strongest moves are linear and mostly high, a decent player will adapt to her chainsaws, she's not broken at all compared to the majority of the roster... people just press buttons when they are minus... she gets so much hate for no reason XD (yes I'm an alisa main lol)...
Wouldnt say she is op though. The chainsaw mixup is nasty but it can be sidestepped while jun basically has a handful (not all) of tracking string while keeping the mixup game alive

I know this is probably NOT optimal at all, but my favorite punish with Alisa is her while crouching db 1+2 command grab. There is nothing more satisfying that perfectly ducking under a high attack and then yeeting the opponent into the air for target practice!

Chainsaws are not scary. People complain about the 3-5 plus frames never mention the 20-26 startup frames on all the chainsaw moves. You can jab check her our of stance on all but literally two moves, even after blocking and being minus. None of the chainsaw moves are frame traps, something other characters can do without stance. They're good for chip damage on an opponent who's holding back but for the most part, an Alisa player is trying to put them away to get access to her launcher and non-telegraphed lows. Oh and that's also an old combo list, she has better ones that are easier to do.
