One common thing i have come to realise in Zimbabwe is land development seems haphazard and unplanned. Roads, tracks/footpaths, lighting, drainage, and sewer systems should be in place before houses are built. I know Chishawasha Hills might have self-contained sewer systems but everything i mentioned above should have been put in before these mansions were built.
Chishawasha falls under Goromonzi District Council and land development regulations different from Harare. Land development is very much planned thats why you hear of illegal developments, most of the land in the surroundings of Harare fall under local authorities, rural councils and does not have tittle deeds and is sold under cessation conditions. The roads are there and a master plan they engage surveyors before subdividing and selling plots. Eventually you apply for title deeds based on the master plan of the area. People develop at different paces but eventually all empty plots/stands will be filled up with houses. During development of an area they generally do not tar the roads because heavy construction machinery destroy roads, In low density kind of settlements its expensive to put up sewer systems and they tend to use soakways and septic tanks,
