Bonjour mon ami Chris ! Thank you and merci for your kind words, and yes, the vast majority of engravers are / were French (Pierrette Lambert, Georges Betemps, Albert Decaris among others). Each year, the Prince (Rainier III), who, like FDR, was a fervent philatelist, decided of the topics for the series of stamps to be issued. French stamp engravers were then assigned to design different "blueprints," and the ones the Prince approved of were sent to the Périgueux stamp engraving center to be printed.
