In my opinion, I would go with an ipad air 4. it is pretty similar to an ipad air 5 and, as you said, you are going into college so a cheap yet powerful option would be perfect. But, if you plan to do heavy stuff on it i would recommend the ipad air 5.
i have the air 4 and my brother had the air 5. they are pretty similar in terms of their daily usage- note taking, a little bit of netflix, gaming etc. but you can definitely feel the difference when comparing the two. if you have the budget, i'd say go for 5 but personally i never upgraded from the 4.
