The way lucios momentum works definitely makes him more susceptible to boop i think. Just from experiencing getting booped as lucio vs other characters, especially if you’re in the air, you will go flying.

Low key Lucio desperately needs a boop buff, the fact that Zen and Brig can have stronger boop SHOWS that the devs don’t mind, yet Lucio fraily taps people every time he pressed the button. I’d also low key love a primary fire buff, either to the reload time, the max ammo count, or the speed between bursts.
