Well it's not just russia and the US that would be involved but the whole UN council. The motivation for the ISIS attack is more complicated too. Russia fought them in Syria to protect a friendly government and its naval base in the country. But more recently (2020 to 2023) nations south of the Sahara formed the so called Coup belt. I probably didn't spell that right... I assume Russians would know more than I do, about their military operations, but anything's possible. It seems like Putin would have an uphill battle in explaining to his people why the gunmen would be heading for his military's front lines ("escaping to Ukraine"), instead of going to Belarus, EU or south. Even the believers would have to suspend disbelief.
My working theory is that the voting is over and done, so there is less motivation for explaining things, or for the explanations having to make sense.

Preventing it would be difficult, but minimizing it was very well possible with very simple measures such as metal detectors on (they were switched off) and a small team of properly armed policemen, visible at the entrance of the venue and in some strategic places, as we regularly see in European airports and train stations. Putin, FSB and the police did nothing. Negligent, there is no better word for qualifying all of them.

I don't know if there's any amount of evidence that the US could present that Russia wouldn't simply go, "NUH-UH!" to and consider that perfectly satisfactory.
Well it's not just russia and the US that would be involved but the whole UN council. Russia could go "nuh uh" all it want if the rest of the international community is convinced by the US's evidences then it would make russia look like giga morons and it would be factualy proven that they are outright lying to justify their retaliatory terror bombing of kiev. It would further isolate them, maybe turning allies like china away from them, and any claim they would come up with and bring forth to the UN council later would be seen as yet another lie. The ramifications could be devastating.

The Duty to Warn is a pretty solid piece of geopolitics. If a terror attack occurs the possibility of your adversary vengefully lashing out in anger to the detriment of ur interests is very possible. *See Iran deciding to missile strike Kurds after the isis K bombing.

This is more complicated than I had imagined. Also more discouraging that we play these games. It's like you can't win even if you're right. Battle for the truth.
The motivation for the ISIS attack is more complicated too. Russia fought them in Syria to protect a friendly government and its naval base in the country. But more recently (2020 to 2023) nations south of the Sahara formed the so called Coup belt. The new governments telling the French to get lost and cutting deals to have Russians keep them in power and fight ISIS and the like instead. Also probably the reason why France has recently taken a stronger stance when it comes to Russia.
