In this video, Tahir Yaqub explains five things that a PhD student should do early in their PhD. If you have recently started a PhD or thinking to start a PhD degree in any discipline this video is useful for you. I (Tahir Yaqub) did my PhD in 2008 from the University of New South Wales, Sydney, Australia. I got many scholarships throughout my career. I make videos about PhD students, about the LaTeX document preparation system, about technology tools for students and teachers.
The video explains the importance of having a research diary, Why students should build a file of all the references and citations of the papers they read during their PhD.
It is also explained in this video how to find the top researchers in your field of research. Also how to find not only the top journals in your field but also the journals where you could be able to publish your research work. The video also explains how to find a good journal for publishing the research. The journals have a metric called Impact factor and students should know how to take advantage of this Impact factor and select a journal that might accept their papers. The video suggests that the impact factor range of 0.2 to 5 is good to target journals during your PhD.
This video also explains how to make a BibTeX or bib file for the references of research papers you use. Also how to add entries into a BibTex file after downloading from the research paper databases.

I could not entirely agree with you about the statement of the conference publication.
There are many excellent conferences in machine learning, and robotics such as ICML, ICLR, NeurIPS/NIPS, CVPR, AAAI, Conference on Robot Learning, are some time consider more than (a good) publication.
