I am a Tibetan Buddhist myself and many would not like me saying this but Buddhism is more than relying on oracles and spirits. Buddha himself prophesised that when man will start worshipping Spirits and oracles instead of Buddha and his teachings, Buddha's teaching will start to decline. His Holiness the Dalai Lama himself also clarified on numerous occasions that one should not rely on oracles and spirits as sole protectors and that he takes them as mere bodyguards, so of course he listens to these bodyguards ( Nechung, Gadong and other one) assigned to protect him from threats. We can and should obviously respect them for their task and can ask them for their opinions but ultimately nothing is greater than the Dharma and the Guru. Buddha said " Every man Buddha in nature".

Different sects and schools of Buddhism have different colored and shaped robes for their monks, etc. Saffron colored robes tend to be worn by Theravadin monks, whereas Tibetan Buddhists tend to wear red robes with other colors lining the red (depending on the particular sub-sect). Black or dark colored robes are most typical of Japanese Zen monks.

They are not spirits, rather extra-dimensional formless beings who through their respective mediums provide advise and divinations. They rather worship HHDL. These are dharma protectors, bound by divine oath to protect the buddha dharma.
The 'State Oracle of Tibet' refers to the oracle, or divination expert, for the government of Tibet (in a traditional context) but the same sort of practice is being carried out here. The result of the divination practice is derived via a person who engages in a particular (and advanced) meditation practice (plus all the trippy and sometimes disorienting music helps to) where, in theory, they enter a state of mind in which they are 'receptive' to a quality divination result. A central part of that meditation practice in which the visualize themselves as a being (yidam), but this is not in a superstitious sense like possession by a distinct, separate being. Looks like the Dalai Lama is reciting a text here, which is seen in this context as contributing in its own way to the ideal atmosphere for a good divination, and the text most likely involves considering/visualizing the same mandala (khyil-khor) as the rest of the practitioners (that is, the khyil-khor associated with the yidam that the oracle uses to enable his or herself to mediate a good divination).

Are they really Buddhists? Their masks, robes,thrones and glitter seem to me a far cry from what Gautama preached. Gautama's teachings were a direct reaction to the meaningless complexity of Ancient Hindu rituals. With their oracles, priests, pujas and extravagant ceremonies, Tibetan Buddhists appear to lean more towards Tantra/ Bon shamanism than Siddhartha's edicts.
With respect Gautama Buddha also expressed the problems of dogma. I believe the bodhichitta of these great beings is on another level to ours. I truly see no problem with this
