He still does in 2nd OG and before. He mostly is ruthless that Soulless enemies like Yokijin or Lamarice. He rarely insults intelligents beings like Inspectors or Guests. Or he will insult them, but not based on their powers, but on what they're doing. His character is pretty consistent.

Is it me or does Sanger seem much more cocky than he is in the older games? Calling his enemies small fries when he hasn't even begun attacking.
