it will also apply when the primal is Min. i.e., the feasible solution to the dual (Max) problem is an lower bound of the feasible solution to the primal (Min) problem.
+Rose B it basically represents the upper bound on the primal problem (assuming the primal is a max problem). If you watch lecture 8, he has a good introduction on how the dual is derived and why we care
