My theory : That lady is a worker at area 51 and they turned the lights off so she could leave the gate without being noticed. When questioned she just says she's a local... like Cal said, you wouldn't randomly visit a gate in the night if you have been living next to it for years.
Good theory but I would guess all workers would live on base at area 51 or it would be too easy for these people to get tracked down and forced to give up info
Its dodgy anyway, why would they not show any of it at all, they don't have to show new tech but they could show bits of what their working on defo some dodgy shit. But every story has a women coming out in a car claiming shes local and visits the gate, like every "going to area 51" video I've seen, so I think its probably more someone who is scouting the intentions, if they see cameras and shit they know its just people trying to see whats going on but their not really a threat. I think they live on base whilst serving because its military but who knows.
