You know what I noticed about how special this fight is: Every attack Allmight used so far has the nicknames of moves from class 1A. All this time he has been studying the students and all this time, as a whole, everyone is fighting All for One, not just him.
Not just nicknames, but he has mechanical approximations of their powers, and named them as such. At first, I thought it was a direct rip on Iron Man's briefcase armor from Iron Man 2, but then it just went *completely* insane on just about every possible level. That Mega-Scorpion Mode there was wild. He did just what he wanted to do though - he wanted to be of use, and he not only distracted All-For-One, but he fully occupied him, taxed his quirks, and kept his focus as his body wound backwards in time thanks to Overhauls drug derived from Eri's quirk. Because that's what Hero's do.

Armored All Might is a way bigger deal than the comics make him to be. For the first time, technology allowed a quirkless man to hold his own against not just a powerful quirk, but arguably one of the strongest quirks in recorded history. If there was going to be a sequel about My Hero Academia, it should be about the rise of tech heroes and how they make quirks increasingly irrelevant.
Only that wouldn’t make sense because quirks are evolution and since they didn’t get rid of quirks or reach for them to somehow be dying off then eventually people are going to stop being born without quirks. The suit would be a new great equalizer similar to how the gun was in terms of physique

They showed this through those kids that Bakugo and Todoroki met. If you had laser eyes you wouldn’t lost to someone just because they have a suit the shoots lasers from more places. Now if you ONLY said mech suits would be a good buffer I’d except that because it is but if you’re not someone with a gut of iron and over 15+ years of experience fighting the most powerful quirk users of your age… you aren’t winning in a slug match against a true hero or villain just because you have a suit. Tech has limits that can’t be surpassed by pure willpower and adrenaline the way quirks cans.

Besides the fact that the armor is very difficult to develop, and is extremely expensive, not to mention really only a few people are able to make it which means supply will never be able to meet demand. There's also the fact that a single attack from All for One was able to render the shield of the suit unusable, it really only blocked one attack. And with the idea of the quirk singularity, where quirks get stronger generation after generation, means the technology can and will be outpaced and rendered obsolete, not necessarily immediately, but rather promptly.
@dancarter5775 a nation like the US would easily poor trillions into a program that gave them a decisive advantage meaning they'd establish the necessary industrial base to produce enough of these suits to win wars. if you had a squad using the suit as well as all might, one for all wouldn't have time to do anything and his life force would've been spent tanking shot after shot. Melissa was like one person, a nation state would be able to summon a whole team to develop the suit but I'm guessing horikoshi didn't want tech to overpower quirks in the story so it was only used at the very end

But remember, the "quirk crisis" caused a second dark age of humanity where technology and scientific progress stagnated and even regressed, to the point that there was no moon landing, or early space exploration. And we see that so many resources are tied up just dealing with quirks. Rehab centers, quick education, release points for dangerous quirks, people who have always on or self harming quirks (think of the poison kid in the Team Up side manga, where he has to release his own poison or it will eventually kill him), etc. We do see that armies are still around, and there is advanced technology for them. But the suit is still obscenely expensive, and was considered a prototype for All Might to use. Sure, several years later a second one was made and upgraded, by the same creator. So I'm also suspecting that there are patents involved, as quirk support items take time, money, and resources to be made, and several heroes would only use certain brands of support items, due to their durability or features, which compared to real life, most likely means patents, or other legal measures to protect IPs from copycats.

In other words, using both official and unofficial income earned by a country's top heroes. He is able to participate once again as an invalid in a suit of armor with special abilities. If I were a national power, rather than outfitting ordinary soldiers with special armor. I would think it would be more economical to round up young kids who excel without armor and send them to X-Men school.
