While a draft/reshuffle of base rosters could be good for the league to get different compilations of base rosters, it could also be rife with abuse and severely limit a team.
Using namek as one example.
Namek drafts Nuova as their pick.
If in round one:
Androids draft Cell, Budokai drafts Early, Buu Saga drafts Gohan Buu, Kaiju drafts Slug, Earth Defenders draft Late, GT drafts Syn and Royals draft King
Then Nameks lineup becomes predetermined being Nuova, Nail, Tambourine, Celljr, and a forced a Gotenks Buu. Now it's not a bad team, but they drafted only one character and the rest become forced.
Hell if Rugrats drafted Celljr during that round, namek wouldn't even have enough characters for a full team.
