The copper would probably help distribute heat more evenly and it would prevent the gold from sticking to the hot plate. If it can stick to a ferrous burnisher, it could stick to a ferrous hot plate. The copper will oxidize quickly though, and the gold won't stick to it due to the oxide.
Can you fuse it onto argentium? I would think its possible because argentium 'doesn't tarnish,' but I don't think I have seen anyone try. Reasons you may want to put your piece on copper are to prevent the gold from sticking to the hot plate...I am pretty sure when the steel burnisher is hot, the gold can stick to the burnisher, and since the hot plate is also ferrous, it may stick to the plate. It won't stick to the copper, however, because the copper will oxidize readily. The copper probably also helps distribute the heat more evenly.
