Ma, if it was for an adult, can the ruffles be placed on 4 inches from the shoulder or how many inches can I use?

4" will be too small. Place it on your chest line or 1" above your chest line so that it will pass through your chest (not bust) and rest on your biceps

A 3 year old with a bust/chest circumference of 25" and waist of 25 " must be a very plus size child. Please confirm your measurement again because that is a Size 6X measurement, unless you want to make a big size dress for her
