Even though PAMA is an AI, it knows what it's doing is wrong, which is shown when it decides to go against its creator and its code by itself. Definitely PAMA and Ivor, Ivor had a reason to make the wither storm, but the wither storm caused thousands and thousands of deaths, PAMA just straight up controlled people for no reason.
