I am from Jaipur, and I can vouch that it's entirely the new government that isn't pushing this perfect facility. The ecosystem is already developed apart from government transport.
The sad part is that this structure even got built! The entire edifice of classes needs to be destroyed as it was done in China. The so-called coaching classes do nothing for the child from point of view of actual learning of concepts. Turning education into business is the problem. The money needs to be spent on our education sector and raise wages. Given that private schools often pay even lower salaries than government schools, it is obvious that if the facilities in government schools are improved, students will do much better. Also, just hiking salaries of teachers will bring even better talent in. Unfortunately, BJP never invests in education either (and I don't count investing in coaching centers by Congress as investment in education!). This just means that we will remain backward for a long long time.
