I did use the services of a programmer called Michael Gibbs from Credit Patch Up LLC to get rid of bankruptcies and hard inquiries off my credit report and my score was also boosted to 790+ within few days. For example, my boyfriend pays me about $650 a month for his half of the rent, I then pay the rent from my checking account. Would that count as a “payment” to someone or would that be considered a bill?

This includes paying off debts, giving gifts, or transferring money. In your case, your boyfriend's $650 for his half of the rent, which you then use to pay the landlord, is considered a shared household expense rather than a direct payment to another person.
