are you in mexico already? you should be able use any atm that dispenses pesos to exchange money in your account to pesos, but don’t use the atms on 5th Avenue most only dispense USD.
if you can’t find an exchange store that exchanges rupees to pesos you can try one of the bigger banks.
are you in playa? I can ask the online community here where they can exchange Indian currency to pesos
