True for the case when you are measuring touch voltage... The formula you stated is correct. However, as per video Vx considered is the voltage of equipotential surface w.r.t to remote earth... Thus, IRho/[2*pi*x]. In case of touch as per last slide Ve-Vx= IRho/2pi [1/r - 1/x] as you stated...

You are correct that we provide multiple paths... The formula stated in the video is the derived for hemispherical electrode in order to have a feel of how fall of potential works and for understanding of touch & step potentials... This type of variation is nearly similar if consider earth mat/earth rod/running rails w.r.t remote earth.. However, they tends to become sqrt/logarithmic function... In actual the formula is different for different shapes of electrode and their laying methodology... In my upcoming lecture I have derived for vertical earth rod...
