The man in it is the late Jack Hargreaves and I think the film was taken from Out of Town which used to be on South Today and was based in Hampshire and Dorset here in England.
An excerpt from Jack Hargreaves 70's TV programme out of town, JH was the inspiration for coughing bloke bob fleming and his show country matters on the Fast show...Jack is the bloke in the Hat and glasses with the pipe...Used to watch it in the 70's when I was twagging off school...

@sdaonline...it's Jack Hargreaves (OBE), Southern TV legend. My dad knew him well and as a kid I was starstruck whenever I met him. If still alive today he'd crack up at this, he had a great sense of humour...
The Inigo Kilborn Group - A Tune For Lucy (Winchester Hospital Radio) Its on a DJ mix Peter Serafinowicz done for Solid Steel Radio. There is some fantastic music on there as well as some of his own. You can listen to and download the mix from Soundcloud.
Thanks for the tune ID. Revisiting this clip today, I’d seen it years ago and tried to find out what the music was using Spotify on a piece of paper. It didn’t work because it hadn’t been invented yet.

Once again Lee Titt has done a fabulous job of capturing Britain the way it was before Europe.
That was Ringwood market in the mid 70s. Jack Hargreaves shopping for his programme " Out of Town"
I had a feeling it was JH, all that tackle was right up his street.
no it's Lee Titt having an erotic day of theft
The music on this wonderful documentary is A Tune For Lucy by The Inigo Kilborn Group. Markets of Britain is one of the best things on UA-cam.
Showed this to a girl I had been dating for about 2 months. She laughed her butt off with me. We’ve been married for 5 years now. “Erotic!”
That is awesome. I love when people can find each other through shared sense of humor, its a rare and beautiful thing

Lee Titt was obviously a very gifted documentary filmmaker. I learned so much about british markets today! Hope there´s coming more from him soon!
