If you want to use free or almost free healthcare services, it means that if your situation isn't urgent you might need to wait some days. Different parts of the country, wellbeing services counties, have their own different situations.
There are ongoing chances to improve the situation, but it's difficult and slow. Not all political parties agree, which remedies should be used, which makes changes and improvements difficult.
It is true that there are problems getting timely service from the public healthcare system. There are staff shortages in healthcare, which are a big part of the problem.
But you can also use private services and you or your insurance company will have to pay the whole real cost of the service.

(d) Do you have private diagnostic shops where you can get a ultrasound done at 10 minutes (like in most cities of India). If yes, how much it is likely to cost.

Services, pricing are all available for intelligent people online. Availability of all services depends on the exact time and place, so you just contact those service providers and get the information from them.

In order to understand the different permits, their roles, and the Finnish social security and services system and national education system actually works one needs use real terminology to make any detailed sense of them.
I advise reading information from the actual national agencies websites to get sufficiently detailed answers.
But to give superficial answers:
In order to get public healthcare, social care or public education services, you need to have municipality of residence in Finland. That is unrelated to citizenship or permanent residence permit.
However you must have moved to Finland fairly permanently so that your stay isn't considered by some criterions to be temporary.
Don't call residence permit for studies a visa. It isn't a visa according to Finnish legislation and permit system.
Those are very different permits by different agencies for very different purposes in the Finnish permit system.
Would you tell me what about new born baby? As my husband got scholarship from lut University of finland. We will face VSF in next month. But two days ago I got the news that I am pregnant. Now we are upset to decide what to do? If we got visa we have to go finland in August 24.
