Police dogs need body armour as much as their handlers. This shows why, if Bacca was wearing a vest, though he still have been stabbed;the individual was clearly determined to kill someone, the injuries would've been limited.
You've never worn a ballistic vest huh. They're have as shit, and #1 cause of unnatural deaths among dogs are overheating. That said, in short bursts like this then yeah light combat-harness would be useful.

His tail was amputated after it was cut open. As there was no chance in saving his tail. Dogs tails are susceptible to this as when they have a cut in the tail its hard for it to heal as their tail's constantly are wagging and banging off things. Hence stopping healing.
