I already knew what was going on before getting halfway through. The HOA had illegally annexed OP's property, never notified him that his property was under their 'jurisdiction', and then let the fees & fines accumulate without telling him, just so that they can seize his property & sell it to someone else who they will con into believing that the property is legally part of the HOA.
As a non-American I have difficulty to wrap my head around even the whole concept of HOAs. It's an American thing. I've been around. I lived and worked in nine different countries, probably "visited" 50 or 60 more in the course of my work. I've never seen anything like it anywhere else. It's all part of that famous American nightmare, I guess.
HOAs should be illegal.
How can anyone sell a house that they don't have any record of ownership? I'd sue to get every HOA house and evict every single one of them!

Why do homeowners go to HOA management? Get an attorney, put legal stop to actions. Require HOA to produce documents of actions. Story line sad.

If someone is not informed a fee wasn't paid within 30 days, the fee should be void
