An alternative way, you can fully fill up the diving gear, get a ballistic shield from the facility, then use the diving gear to get the shield pack in the lake and go back to the ballistic vest
Now do this with The Giver’s “I wish to become stronger” gift and get those balls of steel to the mercenaries with artifact A and D and see how long it takes to die.
Some items to consider using is the Drone located on rock A (or the rock next to the houses that are on top of water) Owl observer located in the bunker (just up the mountain from the docks) behind some level 3-4 doors. Bunker is infected with frog spawns (enemies) around the middle of the place, use something to run past them, like a strange plant. bring along a Master bypass console (closest located in the radio tower, just up the mountain (get the code on a sticky note while your at it)) to get past the doors. Drone is to carry all items need for this achievement, with a bonus of keeping the beast at bay. Owl observer is to locate all items need for the achievement, as it tells the location of all items within a 1000 stud radius, and points out there location; when selected. locations of items: ballistic vest: facility archive (very likely) shield pack: grand lake (if that's what it's called) in the middle of the map (deep underwater) ballistic shield: Unknown (use Owl observer to find it)

if anyone didnt know upgrading decreases the storage for that items a little bit i think its 0.25- and you can only upgrade stuff like 5 something times
honestly for those of you who didnt get a shield pack from this (i know im late) just 1 tip there is a garunteed shield pack at the bottom of grand lake and also you can probably find a ballistic shield in bunker (about north of docks)
Btw you can do this glitch to get to the facility using the door under the docks Go into shift lock and look through the door using your camera. Then press escape to go to settings. Then when you press escape again, quickly spam the button on the other side and it should open. I have done it a lot and every time it has worked. Also good vid 👌
upset that the tank title doesnt have a color while the fast title does. the tank is so much harder to get and it doesnt get any style points in the lobby :/
Yeah there is a little bit of luck involved if you don't get it at the Facility there are Level 4 Crates at The Military Camp you can also try to get it from
there's an alternative way to get into the lair without diving gear to the left of the crashed ship next to lighthouse there's a giant cave leading into a smaller underwater cave that you can get through without diving gear i dont recommend though because of how dark it is, if you know how to conserve oxygen the way in is much harder than the way out i advise doing this on a test run

Just figured out that it isn't all luck because apparently there is a Shield Pack at the bottom of The Grand Lake
