In vic 3 you have an investment pool system where different pops contribute to your income, and in return can build buildings on their own, it depends on your economical system but unless it is an agrarian society(needs to be achieved by the player), capitalists will contribute the most to this investment pool, i'd imagine with the removal of mana points budget will be more important, especially because this period was known for many financial disasters
Based on the fact they used the word "cabinet" it would seem they're going to use Imperator: Rome or CK3 court positions rather then EU4's current advisors system.

It sounds like MEIOU & Taxes, a mod that adds more depth to eu4, which if it does end up being similar, then I am very excited!
