If an employee accept Ist promotion afer getting ACP and after that 2nd promotion forgo. then acp granted prior to Ist promotion William be withdraw or not.

I lost my 10 years MODIFIED ASSURED CAREER PROGRESSION. Sir, can I have the MACP? I requested to withdraw my reversion application made by me. However, the department rejected my application. Sir ji, is there any way I can get promoted again?
As per Rule 13(xiii) of revised pay Rules 2017 of your State Udisha
In case of refusal to regular promotion there shall be no financial upgradation till the employee agrees for promotion and the same shall be debarred upto the extent period.
Therefore your option to accept promotion now should not be rejected. Perhaps some ammendment/clarifications are here in this regard seperately.
Hence it is advised to move for court case in this regard if your such rules allow you to financial upgrade in such situation because your authority has rejected your case as per your statement given above.

The first appointment of an employee was made in the year 2000 on the post of Chowkidar. After that he got first ACP in year 2010 and Second ACP in year 2016. After that, in the year 2019 he got promotion from chowkidar to the post of clerk. Now in the year 2021, on the request of the employee he submitted an application in the department and requested that I do not want promotion to the post of clerk, which has also been approved by the department. Now the salary of the employee is to be fixed again on the post of chowkidar, please sir give guidance in this regard. 🙏
He will draw his pay in his 2nd ACP even after declining promotion. Rather he is eligible for 3rd ACP in 2024 with reference to his Group D post of Chowkidar.
The last pay drawn before the date of promotion to the clerk OR the pay which is revised after getting the second ACP, Sir
and the employee did not get any benefit of promotion in the year 2019 as he was already taking more salary in second ACP level.
Sir ji gud even please, if group D employee after promotion decline to join the promotional post in that circumstances, how much time period he will be deprived and when he will be able to get the benefit of the ACP Scale please

Sirji I am Central Government employee. I was promoted to higher post in 2014. In 2017 I was reverted to lower post at my own request under FR 15(a)(2) and my seniority was also lost. I was posted below all in the lower post on the date of order of reversion.
Sirji, can I get seniority protection ?
I requested for withdrawal of my reversion application made by me. However, the department rejected my application stating that the same is made after the date of order of reversion. Sirji, is there any way I can get promotion again ?
The action of department is in order as per provisions of rules. Moreover in future, if you get promoted again then your seniority will be intact of previous order of seniority of higher post from wich you sought transfer to lower post at your own request.

1-5-2022 i.e after completion of 24 years regular satisfactory service as peon. Because Group D employees are exempted from the said rule.
