So the developers probably tried to hit the middle ground of giving the players an ending to the case, and reflecting the reality of the case. There were many potential suspects of the Dahlia case (some of political importance, I think of memory?) but ultimately the case wasn't nailed down. The detective, and later his son, on the case got as close as they could to a probable suspect. Wrote a book on it too.
Him being a temp bartender makes the most amount of sense. The common theme across all the cases was that all these women frequented bars and many of them mention using temps to fill in from time to time. Plus when people are drunk they are obviously going to divulge more details than they would if they were sober. This let him not only get to know the victims pretty well but also all the suspects so he could easily frame them too. It's also kinda wild that he's literally the first person you talk to once you leave that initial homicide scene.
Most serial killers are very smart and they have a big ego because of their ability to get away from police investigations. Also, serial killers are very low key and they keep very very low profiles. This one in particular if he hasn’t sent any letters or messages he could have kept going on and on and on. He probably wanted to expose the LA PD for their action on crimes or just rob it in their face since he knows people in politics.

Makes sense for it to be a temp bartender who worked at all the bars. Also even though they called for backup only the captain showed up…. So he knew who it was the whole time???? The backup would at least show up if he didn’t know ahead of time…. Thinking back on all the meetings about the letters. He knew the whole time?? A few others are found on random surfaces like the street and tables...but honestly I can see how you missed them up to this point, they typically don't stand out in a straightforward way.

10:12...to this day that is the biggest complaint that the fanbase has had about this game. The amount of coincidence for one killer to be able to frame so many different people is beyond ridiculous. It would be conceivable for any of the numerous suspects that you arrested to be found guilty based on the available evidence during the different cases.
