Outside you should only use porcelain grad 4 and above. You need to use exterior thin set and exterior grout that can sustain freeze condition like I used. You can find thin-set and grout from Laticrete Or Mapei companies. Please call customer service of these companies to fine what thin set you should use.

It should avoid water and moister going from horizontal area to back of the tiles located in vertical area (front of stairs).

I used stainless steel trim and silicon. There are probably diff rents edgers for commercial.

I will use good porcelain tiles.
Suppose the surface had paint on it would you still have to wet the surface?
If it is a waterproof paint such us red guard etc. the answer is no. It is not recommended to tile over paint unless it is waterproof paint for tile.
I wonder if the vinegar in that caulk causes any problems with the thin Set?
Not at all, but if you wary let the thin set dry and then apply silicone.
