I do kind of understand what this all means. Yes they may be from the PRC where things are different, but that's the actual COUNTRY where rules and regulations are different, not on a public sidewalk outside of the Chinese Consulate which is in the USA. Surely they would have read all the things that would be different and what to expect before actually going to work at the consulate in America. They are still free to have their own religions and beliefs, which everyone should, but this is different though. Just like in the UK, which is my country and from where I type this now, you would have to go by our rules and laws about filming things. But in the USA, you are free to record anything you see.
A Chinese Embassy would be subject to Chinese law only after you enter the threshold of the front door outside of it the airspace surrounded the sidewalk in front of it are all still American law they do not control that and they cannot take control of that they cannot force a US citizen to stop following his first amendment right out on the public sidewalk this is just how the lot is yes inside the embassy he would be subject to all the same laws as they would have in China because an embassy is technically a small chunk of china here in the states just like a US Embassy in China would be subject to the same laws as the United States soil here they would have to go through all the same laws there but once you left the building you would be subject to Chinese law instead of American
I never thought about conducting these test at consulates. We have a lot of consulates for various countries here in Hawaii, I suppose they are now on my target list for the future.

The idea that they are in another country and cannot tell those citizens what to do is obviously shocking to them to no small degree. This is unfortunately the way with many government leaders and employees in non-democratic nations. Of course, in China, a citizen would simply be forced to cease any and all similar behaviour. Arrest and worse would possibly follow.

I love this! I've been in this consulate a few times to get visas and always make a point of talking with the Falun Dafa/Gong people outside who have been protesting there for years. It's extraordinary that the officials are so paranoid about their building being photographed since it really doesn't affect them in any way. It just shows you how authoritarian they are that it bothers them. Now how to explain all of the American law enforcement who are similarly intolerant of cameras?

You are incorrect. First of all, this is not the Chinese Embassy. It is a consulate. Secondly, it is not protected by Chinese law. The employees are considered guests in the country. They can be expelled at any time. This happened just within the past few days when President Trump ordered the Russians to vacate their consulate in San Francisco. Once they leave, they cannot reenter the building without permission.

The grounds of a Consulate counts as that countries territory. I suppose a border guard might be curious if you are standing on the border recording the other side, but you're right, the building is China, while the pavement is the US.
If the dude doesn't want to answer your questions, you should probably be respectful and not keep pressing him on the matter. You certainly shouldn't assume whatever answer you think is the correct one. You have no legal obligation, but it would be the decent thing to do. It's what you would expect them to do if you declined to answer their questions. Those last two dudes were pretty okay. They told you how they feel, and didn't actually try to prevent you from exercising your rights.
