The biggest issue is, most sellers and service providers don't accept any kind of digital payment because they don't want to pay the tax to the government.

2) Wallet controlled by banks/government. RBI can be the one

Not sure. That will depend on country to country.
if internet is not required what can be the alternative? Is'nt it must to have some type of connection to transfer the digital currency?
Digital currency is a data which can be transferred via Bluetooth or radio waves
even NFC. but all three alternatives need compatible phones too, at both ends, which are expensive. I think GOI will make compulsory to all mobile manufactures 😮 NFC.

UPI Is operated by apps and they are demanding 2% MDR means you will have to pay ₹2/-extra for every transaction upto ₹100/-.and on. CBDC is free and will be free, being a cash.
Nothing is free. Please explore what America has to say about it. It will be acting as a surveillance tool by the government.
RBI will keep anonymity of CBDC. Tracking of CBDC will be 100%.
But govt will only investigate whenever Police FIR, ED or CBI Involved.
There will be limitations of transactions or on hand CBDC.
There will be positivity and negativity in all systems, but whatever is good for national interest should be adopted fast.
Implemented will be gradually.

The opening was good but as you progressed your lack of understanding of the working of Central Banks was exposed. No Govt can print unlimited money - digital or non digital . Because it has multiple consequences including inflation and currency valuation. Further every Govt has some form of fiscal discipline. (Just recall recent developments in USA)
Since CBDC would be controlled by the sovereign Govt., they will naturally he responsible for any problems, disputes,frauds etc. Crypto is actually the most dangerous storage of value because there is no one responsible, answerable, demand-supply controller in this scenario.
Please see the case of Zimbabwe you will understand what governments can do.
Please check the data on quantitative easing (Creation of new money) in various countries. You will see how the government is printing money and inflating the prices.
You can back to the history of Rome as well and how the were debasement the gold coins. And we are repeating the same phenomenon by printing more and more money.
