- Fiona Hill is a senior fellow in the Center on the United States and Europe in the Foreign Policy program at Brookings. She recently served as deputy assistant to the president and senior director for European and Russian affairs on the National Security Council from 2017 to 2019. From 2006 to 2009, she served as national intelligence officer for Russia and Eurasia at The National Intelligence Council. She is author of “There Is Nothing for You Here: Finding Opportunity in the 21st Century” and co-author of “Mr. Putin: Operative in the Kremlin” (Brookings Institution Press, 2015). Prior to joining Brookings, Hill was director of strategic planning at The Eurasia Foundation in Washington, D.C. From 1991 to 1999, she held a number of positions directing technical assistance and research projects at Harvard University’s John F. Kennedy School of Government, including associate director of the Strengthening Democratic Institutions Project, director of the Project on Ethnic Conflict in the Former Soviet Union, and coordinator of the Trilateral Study on Japanese-Russian-U.S. Relations. Hill has researched and published extensively on issues related to Russia, the Caucasus, Central Asia, regional conflicts, energy, and strategic issues. Her book with Brookings Senior Fellow Clifford Gaddy,“The Siberian Curse: How Communist Planners Left Russia Out in the Cold,” was published by Brookings Institution Press in December 2003, and her monograph, “Energy Empire: Oil, Gas and Russia’s Revival,” was published by the London Foreign Policy Centre in 2004. The first edition of “Mr. Putin: Operative in the Kremlin” was published by Brookings Institution Press in December 2013, also with Clifford Gaddy. Hill holds a master’s in Soviet studies and a doctorate in history from Harvard University where she was a Frank Knox Fellow. She also holds a master’s in Russian and modern history from St. Andrews University in Scotland, and has pursued studies at Moscow’s Maurice Thorez Institute of Foreign Languages. Hill is a member of the Council on Foreign Relations.

The issue mentioned at about 16:00 about the associations and assumptions attached to accents in the UK does also work the other way. The South of England and traditionally wealthier or 'middle class' or 'professional', cities, and maybe the areas around them, which may be less wealthy than them, or were at least before their gentrification, also had and still have a working class too. Even Oxford and Cambridge have working class areas, though less of them than Sheffield or Manchester or Liverpool or Newcastle, etc.
Some towns in central and southern England can be quite impoverished too, but people will assume you are wealthier due to your accent. The 80's deindustrialisation hit some of those towns badly too. Take Northampton, full of shoe factories and also a market town for the working countryside around it (both industries are now gone), for an example, or maybe some of the car manufacturing areas nearer to London.
In my childhood I actually moved around a few parts of England, and roughly mid-childhood moved north enough to be in an area with a reasonably 'northern accent', where 'bath' and 'luck' are pronounced very differently, and where I was perceived as 'posh' for my southernish accent, even though my whole family for generations were basically rural working class, with some factory and shop workers, rail workers, gardeners and servants in there too, during the 20th century, and I had lived in what I recently learned was 'the poorest ward in the most unequal city in Europe' (though this isn't to say it was the poorest city in Europe, or the poorest ward in the UK, but definitely not the best), with a 28-year life expectancy difference between that area (the worst in that city) and the central, nicer areas of that city.
I then lived long enough over that 'north-south divide', which they say goes roughly from 'The Wash to the Bristol Channel', for me maybe crossing my main route back and forth somewhere around Leicester, to pick up a 'northern accent', to then move to the south midlands a few years later, where it's already 'southern' again, to be perceived there at first as 'a coal miner's child' in people's perception. Of course, I wasn't (he worked fixing engines and electrics mainly, in various contexts), although our village in one place neigboured a mining village, and in the other house we lived in in that area, our garden backed onto a slag heap (waste coal from the mine), with a recently closed mine just behind it.
I got the 'southern accent' back again though, though still it has 'working class tinges', which isn't about 'north south', but other features, which even some foreign students notice in my speech (a bit of 'the London twang' maybe, and maybe too many 'glottal' stops and other 'short cuts'). But my accent is generally 'south to middle' and means that maybe I can 'pass' as at least 'middle class'. Someone said finishing university already means I'm middle class, and I work in Higher Education so I guess that suggests the same, but I'm still not financially comfortable, and I pretty much feel on track to end my life in poverty. So what does it all mean?
Funny too, that Julia mentions the 'telephone voice'. My mother worked as a telephone exchange operator in her early life, then in similar work, so had and still has a trained 'telephone voice'; so I guess that was an influence too.
