Did Jupiter work on this at all? Picross is their bread and butter and they had just made Picross DS in 2007. The graphics and feature set seem too similar to be a coincidence.

I don't think so, at least as far as I'm aware. The development is credited to two third-party contractors - Mobile & Game Studios Inc. and Serial Games Inc. - and I don't think either of them have any connections to Jupiter
