Wait so in the UK they don't leave the residents without water while they do repairs? I've never thought about it but I've never got a notice for water cut off for repairs at my cottage but I get at least two at my home in the US.
The water suppliers are commercial companies but operate within a regulated regime and one of the criteria is the maintenance of potable water, either through standpipes in the street, provision of water tankers or in extremis providing free bottled water
