Saudi Arabia's whole economy is very unusual in that the government owns a huge, huge money making machine (oil) and then government bureaucrats decide how to spend the money. Constructing a solid railway-system along the coast, with strategic infrastructure, and stations that are connected to public places along the road, would be a solid foundation for a city, or even a whole agglomeration of cities, which could be united into a mega-city, if the project works out, but there have to be solid roads between the pieces of real estate, which people supposed to buy and use accordingly to their own needs, so limiting such a city to four walls, without providing any alternatives for the city to expend sideways, is nothing except a recipe for failure.

Even if the construction and such goes well, who knows how many people are actually going to live there. Tourism? For sure. Saudi Arabia's whole economy is very unusual in that the government owns a huge, huge money making machine (oil) and then government bureaucrats decide how to spend the money. The inevitable result is that the money is not spent very wisely (that is putting it mildly). Nobody spends money better than the individuals who have to work for it. But relatively speaking the Saudi's don't have to work for it. What's the answer? Perhaps it is to give more to individual citizens but make THEM pay for the things that they want. This straight line through the desert is a perfect example of why governments can't be trusted.

This project would need at least 1.5 billion tons of concrete, generating at least 1 billion tons of CO2. That's 3 times as much CO2 as entire France during 3 years. So much for "saving the planet" or something. That's not counting the huge energy draws required to desalinize water (anywhere from to . The energy quantity to provide 9 million people with 5 m3 of clean desalinized water is anywhere betwen 400GWh and 800GWh. This also doesn't count the energy required for climatization under a scorching sun.
It would also destroy the fragile desertic ecosystem, by cutting animals territory. The mirrors would kill millions of birds every year, and make life completely impossible by heating the soild to deadly temperatures in a band of over hundreds of meters around the walls.
The walls would have to sustain the sand stroms and the sand would accumulate.
It's likely that there would be some very strong winds tunneling between the two walls (like in NYC, just far worse).
The logistics are lunatics. The underground train would have to run at 510 km/h to do the 170 km in 20mn, which doesn't exist (in open air, a couple of records, not in tunnels), and that's without any stop, but a train that doesn't stop is useless, so we already know this number is complete BS. Good luck getting rid of sewage in a linear city as well, will they need to be transported by truck to the nearest treatment station ?
The cost of the project is severely underestimated and $500BN is nowhere near the real cost which would be several trillions $. But it doesn't really matter, because who wants to live in this ? If you are super rich you'll live near the sun, while if you are poor, you will almost never see the sun, you will be at the very bottom of this dystopian project. Your only way out will be the east end, which may very well be blocked if the government says so. The government will also be in control of your water, electricity, and basically your liberty. So it's a giant open air prison. And just to see the outside, you will have to take the elevator to go to the top. But will you have the right to go to the top ? Will it be privatized by the billionnaires ? Noone knows, but the entire project allows that. In a normal city, anyone can leave, not here.
A city of 9 million people needs to have relations with the rest of the world if it is to be sustainable economically. Here it will have to be almost completely self sustainable. The only example in the world we have is North Korea and we know how well it's going.
Long story short : this project is complete BS.
