The westernisation of Thailand, while it's a gradual affair, has been almost complete by the time the 1930s roll around. By that time, Thai fashion has been following the trend of it western counterpart closely for a few decades. Even if Sukhothai (and other northern provinces) might be more conservative than large city like Bangkok as you claim, it would be more likely to see a woman dress similarly to European fashion of the day, with hat, blouse, stocking, short to medium length skirt and high-heel shoes, rather than someone who clad herself in a Sabai (สไบ) or cover her breasts with a Krajomaok (กระโจมอก) which is typical, traditional part of Thai dress. If you can read Thai, I would suggest you hit up a keyword "มาลานำไทย" which was the policy of Thai government in that period (late 30s til the end of WW2) infamously characterise by the governmental mandate that everyone MUST wear a hat in order to look "civilised".
