Yeah as they said after Dream gets out of prison he kills and revives Tommy over and over until his hair turns completely white and he becomes completely un-reactive towards anything. I don’t think it’s been stated whether he actually still cares or not, but you could be choking and throwing him and he won’t so much as blink now
