In that menu you can select "edge" to "force your verts to move along the edges, as well as you can select "surface" to force them to move along the surface in general wothout following the edges directions. When he no more need the constrain, you can clearly see him at 11:47 deactivating the constrain and setting it on "off" (so you can move things around as you prefer). Sorry for my english.
