The Portuguese dub was abridged before abridge existed. Even the shit they say sometimes is hilarious. The voice actors talked about how they were allowed to improvise on some parts

The guy who did Ginyu's voice was the same guy who did Goku's voice and he's an actor and a singer, and a really good one, he even won awards.

It all started in France (AB productions) with hokuto no ken in 1988. The dubbing studio was against showing so much violence to kiddos and decided to make a 'technical strike' by giving the the characters silly voices and stupid lines. By the same time, in 88 also, dragon ball was airing there and they did quite the same (and also with city hunter), but then took it more seriously with DBZ.
Flash forward in the mid 90s, Portugal gets the DBZ episodes from france and the portuguese dubbing studio also found it to be excessively violent for children and went the same way. But since most of the team was made of actors/humorists, they took it to the next level and had a blast together. We all are glad they did, here. We like nonsense humor and prefer things when they don't take themselves too seriously :) welcome to Portugal!

Where you get that information about Portugal from ? I heard it diferent from one of the actors who made the dubbing , he said after saying the phrase the anime character mouth would keep moving , so they had to fufill that space with something , so if he said "vou para casa" they would dubbe "vou para casa , estou á rasca para mixar".
For those who don't understand why the dubbing is like this I explain, they were a team of 7 people who practically did the voices of all the characters and more, due to DragonBall always being an anime with violence there were countries that censored some eps or lines of the characters so it's more on the comic side, I grew up doing this dubbing for me it's a nostalgia

Just to clarify: yes, this version is objectively bad and all the Portuguese loved back then because it was hilarious it (I know I did!) BUT the only reason why this was dubbed in the first place was because, at the time (90's), it was labelled as a cartoon for children. In Portugal, all the things that aren't made for children are subbed, NEVER dubbed.
They had limited resources, their dubbing was based on a questionable french version and the TV station airing the series was concerned that kids would be frightened watching violent and death scenes. I know this Portuguese version doesn't do the series justice, but we genuinely enjoyed this silly show so much that in many places people would stop working or studying just to watch this. So, we don't have any regrets, really!

If anyone wants a little bit of context about this magnificent dub, in Portugal dragon Ball was a popular show, but when dragon Ball z started it was considered as too violent (fights got more serious and bloody) and the chanel producers wanted something more universal that could be watched by every family member. So in order for the show not to get cancelled, the director and the voice actors started to improvise in the most chaotic way in order to diverge from the violence that was happening. The result is what we can see in this video. Some people might think this is bad, but it was because of this dub that dragon ball became a huge sensation on Portugal. The whole country would stop to watch episodes (including school, universities, institutions) and they even made fun of this in one of the episodes
The show was aired and reapeated more times than any other show in Portugal, and during its prime it sold huge amounts of merchandise throughout the whole country. The team behind this dub was able to preserve the original storyline while adding a bunch of Portuguese culture references and hilarious chaos to it (the fact that japanese sentences were also a lot longer than Portuguese, also helped with giving the Va space to improvise)
I am not sure about the now younger generations, but you can ask any adult in Portugal if they know dragon Ball and they will say they do know. It was a huge success and sensation here and the VA are still highly regarded with much love

as a Portuguese, I gota say, the pt pt dub is even funnier than it sounds. They make portuguese references, like when Master Roshi says something like "if all the parents knew that their kids are skipping classes to watch this show..." talking about the actual Dragon Ball Z show, or when Mr. Satan, or how we call him here "Hercules" is saying that he's gona give an interview and they need to buy a Stadium, and proceeds to name the three most famous football stadiums in Portugal, Estádio do Dragão, Estádio da Luz, Estádio de Alvalade, which are the football stadiums of the three most popular Portuguese football teams. They have an explanation of why they add these litle details. Aparently it's when the characters move their mouth longer than what they need to say in Portuguese, so they literally improvise on the spot. They make random noises, or some references, another example, Goku once says "we still have 60 episodes", and in the last episode against Kid Buu he says "it's just this episode", and another funny thing in the pt pt DB dub is that Vegeta has 3 different voice actors in DBZ, and I have no idea why. Counting with Dragon Ball Super you can add a new one XD. Basically you have the first one from the beggining until the beggining of Cell Saga, then in the middle of the Cell Saga when the Cell Games start he changes again and he keeps that voice until the end of DBZ. At the start of Dragon Ball Super his voice is from the first voice actor in Dragon Ball Z, and in the middle of the Tournament of Power his voice changes again. I actually have no idea why, and it might ruin a bit the show, but it's also funny, the way he exits the Time Chamber before Cell Games saying "my voice is changing again". I would say to not think of the pt pt dub as something "offensive" or lame, but something funny. It's not just lazyness, it's actuall sense of humor, if you speak portuguese you will probably laugh some times if you search the best moments of the pt pt DBZ dub.
